Russell McWey, MD, Chairman

Read Bio

Dr. McWey has been a member of the VHCAHS medical staff since 1987, and a member of the Board of Directors since 2005 elected as Board Chair in 2020; he also served as the Chief Information Officer from 2013 – 2015. Dr. McWey has degrees in electrical engineering and served in the U.S. Naval submarine service prior to attending medical school in Charleston, S.C. He is board-certified in Nuclear Medicine and Diagnostic Radiology with added qualifications in Vascular and Interventional Radiology.


Dan Knise

Dan Knise, Vice Chairman

Chairs the Compliance and Audit Oversight Committees

Mr. Knise currently serves as Vice Chair of the Board of Directors and chairs the Compliance, Compensation and Audit Committees in addition to sitting on the Pension, Planning, Nominating, Physician Group Oversight and Professional Oversight Committees. He is Executive Chair of Ames & Gough Insurance/Risk Management, Inc., a specialty insurance broker serving the commercial and professional liability needs of architects, engineers, law firms, trade associations and other professional service organizations. Prior to joining Ames & Gough in 2005, Mr. Knise was a senior executive for March & McLennan and its predecessor, Johnson & Higgins. He also served as President and Chief Operating Officer of the region-wide bid effort to host the 2012 Olympic & Paralympic Games and has extensive involvement in a variety of community activities. In addition to chairing the Compliance and Audit Oversight Committees, Mr. Knise serves on the Professional Oversight, Planning, Compensation and Pension Committees.


John Nguyen

John Nguyen, Treasurer

Chairs the Finance and Pension Committees

Mr. Nguyen has served on the Board of Directors since 2013, taking on the role of Treasurer in 2014. He has served on the Finance Committee since 2010, and assumed the role of Chairman in January, 2014. A certified financial planner, Mr. Nguyen is founder and principal of Clarendon Wealth Management, helping local families and small businesses plan for a better tomorrow. Mr. Nguyen also holds designation as an accredited investment fiduciary and is an active member of the both the Financial Planning Association and the Investment Management Consultants Association. An avid sportsman and fly-fisherman, he supports both Project Healing Waters and the Federation of Fly Fishers. As a member of the Tidal Potomac Fly Rodders, he helps introduce local underprivileged youth to the sport and takes part in the group's annual “Jim Range National Casting Call,” which gives policy makers and elected officials a greater appreciation of the importance of collaborative fisheries conservation during a day of shad fishing on the Potomac River. In addition to chairing the Finance and Pension Committees, Mr. Nguyen also serves on the Compensation, Audit Oversight, Joint Conference, Nominating and Planning Committees.

Andre Collins, Secretary

Mr. Collins joined the VHCAHS Board of Directors in June of 2015. Mr. Collins currently service as Executive Director for the NFLPA’s Professional Athletes Foundation assessing players’ needs and evaluating opportunities for change. After ten seasons playing linebacker and prior to joining the NFLPA, Mr. Collins served as Head of the Emergency Registration Department at Virginia Hospital Center. In addition to chairing the Planning Committee, Mr. Collins serves on the Professional Oversight and Nominating Committees.


The Honorable Duane P. Andrews

The Honorable Duane P. Andrews, Board Member

Read Bio

Mr. Andrews joined the Board of Directors in January 2020 and is a consultant/advisor to government and industry. He currently serves as Chairman of Global Integrity, Inc., Accelera Solutions, Inc. and Smiths Detection, Inc. and on the Board of Directors of Inmarsat Government. Mr. Andrews’ government service included 10 years in the U.S. Air Force, 12 years with the House of Representatives Permanent Select Committee on Intelligence and 4 years as Assistant Secretary of Defense. After leaving government, Mr. Andrews’ private industry service included 13 years at Science Applications International Corporation (SAIC) rising to Chief Operating Officer and 7 years as Chief Executive Officer of Qinetiq North America. He earned a BS degree from the University of Florida and went on to gain a Master’s degree in Management and Supervision from Central Michigan University. Mr. Andrews serves on the Information Technology Oversight, Audit Oversight, Compensation and Compliance Committees.


Deborah B. Baum

Deborah B. Baum, Board Member

Chairs the Bylaws Committee

Ms. Baum has served on the Board of Directors since 2014, and in addition to being Chair of the Bylaws Committee and is a member of the Audit, Compensation and Nominating Committees. Ms. Baum is a partner at the law firm of Pillsbury Winthrop Shaw Pittman LLP’s Litigation practice located in the Washington, DC office. She has a 30-year track record of success representing clients in a wide range of business litigation matters in the state and federal courts at both the trial and appellate levels. Ms. Baum also served as President of the Legal Aid Society of DC, Board of Trustees from 2010-2012. In addition to chairing the Bylaws Committee, she serves on the Audit Oversight, Bylaws, Compliance and Compensation Committees.


Meredith Broadbent

Meredith Broadbent, Board Member

Chairs the Professional Oversight Committee

Ms. Broadbent joined the Board in January 2018 and is a Senior Adviser at the Center for Strategic and International Studies, a Washington, DC think tank. A former Chair of the U.S. International Trade Commission and Commissioner, she was Assistant U.S. Trade Representative for Industry, Market Access and Telecommunications from 2002-2008. Earlier in her career, Commissioner Broadbent served as a senior professional staff member with the Committee on Ways and Means of the U.S. House of Representatives. Ms. Broadbent is a member of the Council on Foreign Relations, Washington International Trade Association and Trade Policy Forum. She also serves on the Finance, Planning, Joint Conference and Pension Committees.


M. Anthony Casolaro, MD

M. Anthony Casolaro, MD, Board Member

Chairs the Nominating Committee

Read Bio

Dr. Casolaro joined the Board of Directors in January of 2021 and has been an active member of Physician Leadership for a number of years. He received his undergraduate degree from the University of Virginia and his medical degree from Georgetown University. He completed his Internal Medicine training at Grady Memorial Hospital and Emory University. He received his Pulmonary Disease training as a recipient of a National Research Service Award at the National Institutes of Health. Subsequently Dr. Casolaro was Clinical Chief of the Pulmonary Branch at the National Institutes of Health. He is a Fellow of the American College of Physicians and is a Clinical Associate Professor of Medicine at Georgetown University. Dr. Casolaro has authored numerous papers and textbook chapters in the field of Pulmonary Medicine and is currently Head Team Physician for the Washington Football Team (formerly the Washington Redskins). In addition to chairing the Nominating Committee he serves on the Joint Conference, Physician Group Oversight, Professional Oversight and Bylaws Committees.


Thomas Colucci

Mr. Colucci is a returning Board member and practicing attorney and founding partner of the law firm Walsh, Colucci, Lubeley, Emrich & Walsh, PC. His firm specializes in real estate law, including complex land use matters and large scale development concerns. Mr. Colucci is also a former Chairman and member of the Fairfield University Trustees Advisory Council. He serves on the Planning, Nominating, Finance and Physician Group Oversight Committees.


James E. Millar

Mr. Millar is Co-Chairman of HITT Contracting Inc., one of the 33 largest general contractors nationwide. His commitment further extends to giving back to the community by supporting various charitable groups, including but not limited to the Juvenile Diabetes Foundation, National Capital Area Boy Scouts, the American Heart Association, Capital Hospice and Phoenix House. He serves on the Planning and Compensation Committees.


Michelle Mangrum

Michelle Mangrum, Board Member

Ms. Mangrum is a partner of Shook Hardy & Bacon LLP with more than 35 years of litigation experience and has litigated product liability cases in state and federal trial and appellate courts throughout the United States. Her education and experience as a registered nurse attribute to her knowledge of anatomy and physiology allowing her a depth of understanding of the scientific issues of her legal work. Ms. Mangrum’s commitment further extends to giving back to the community by supporting various charitable groups, including but not limited to Kids In Need of Defense providing pro bono legal work, Arlington Free Clinic, Alexandria Carpenter’s Shelter and Virginia Medical Reserve Corps among others. She serves on the Physician Group Oversight, Planning and Professional Oversight Committees.


O’Kelly McWilliams

Mr. McWilliams is an attorney in Holland & Knight’s Washington, D.C. office where he advises clients on the human capital aspects of corporate transactional matters. His diverse experience working with CEOs, C-suite, boards and leadership teams across companies in the financial services, technology, food service, healthcare, private equity and startup sectors enables him to leverage a broad perspective and provide counsel that strengthens an organization’s legal structure and promotes enterprise efficiencies and growth potential. Mr. McWilliams earned his J.D. at the George Mason University School of Law and holds bar admissions/licenses in D.C., Maryland and Virginia. He serves on the Audit Oversight, Compensation, Compliance, Finance and Pension Committees.


Mary Jo Morris

Mary Jo Morris, Board Member

Ms. Morris is a seasoned executive with career experience in information technology applied globally across many industries. She retired from Computer Sciences Corporation (CSC) in 2013 as General Manager of the Diversified Industries Group.   During her 22-year tenure with CSC, she built and led a number of high profile business units for the company where she was instrumental in driving CSC’s success and growth in the commercial outsourcing markets.   She also served as Chair of CSC’s “Women in Leadership” community and was named among the top 45 women leaders in Business Women’s Leadership Tribute in January 2012.  Ms. Morris earned a BA and MS in Computer Science from San Diego State University and a MS in Management from MIT where she was awarded the title of Alfred P. Sloan fellow.  She currently serves as Board Treasurer of Lafayette Federal Credit Union.  In addition to chairing the Information Technology Oversight Committee she also serves on the Compliance and Bylaws Committees.


Patricia Rodriguez

Patricia Rodriguez, MD, Board Member

Dr. Rodriguez joined the Board of Directors in January 2021. Before retiring in August 2024, she provided clinical care to patients as a hematologist/oncologist with Virginia Cancer Specialists, where she also headed their Hereditary Cancer Risk Assessment Program.  She is the director of the US Oncology Genetic Risk Evaluation and Treatment Program, and she speaks regularly on the subject of cancer genetics.  Dr. Rodriguez has been involved in many community organizations, including serving as a member of the boards of the Arlington Medical Society, Arlington Community Foundation and Arlington Free Clinic.  She earned a Bachelor of Science in Biomedical Engineering at Johns Hopkins University, her medical degree from Albert Einstein College of Medicine, and continued her training at Mount Sinai College of Medicine and George Washington University. She has been a member of the medical staff at Virginia Hospital Center for over 20 years and serves on the Joint Conference, Professional Oversight, Compliance and Bylaws Committees.


John Sverha

John Sverha, MD, Board Member

Dr. Sverha joined the Board of Directors as President of the Medical Staff in July 2023 and is Vice Chair of the Emergency Department. Dr. Sverha’s administrative focus over the last 10 years has been in quality improvement with a special interest in sepsis and opioid safety and is a long-time volunteer and current board member of the VHC Medical Brigade whose mission is to increase local healthcare capacity and bring sustainable development to the poor and underserved in Honduras. Dr. Sverha earned his undergraduate degrees in biology and political science from Stanford University. He went on to obtain his medical degree from Yale Medical School and completed his emergency medicine residency at University of North Carolina Hospitals in Chapel Hill, NC. He serves on the Joint Conference, Professional Oversight and Information Technology Oversight Committees.


David N. Townshend

David N. Townshend, Board Member

Mr. Townshend worked for Bethesda-based Marriott International, retiring after 38 years in 2015. During his career he held a variety of sales & marketing positions including Senior Vice President of Global Sales.  He has been a member of the VHCAHS Arlington Health System Board of Directors since 2008, and assumed the role of Chairman of the Virginia Hospital Center Foundation Board from 2017 - 2022.  He serves on the Planning, Physician Group Oversight and Compensation Committees.


Donald Winter

Donald Winter, PhD, Board Member

Read Bio

Dr. Winter is an independent consultant supporting national and international security interests in the US and allied nations. He served as the 74th Secretary of the Navy from January 2006 to March 2009. From 2009 to 2020, he was a Professor of Practice at the University of Michigan where he taught graduate level courses on systems engineering, satellite design and maritime policy. Dr. Winter’s earlier business career in the aerospace and defense industry spanned over 30 years as a systems engineer, program manger and corporate executive with TRW and Northrup Gumman and served as either Director or Chair on numerous charitable, government and corporate boards. He received a B.S. degree in Physics from the University of Rochester as well as an M.S. degree and PhD in Physics from the University of Michigan. Dr. Winter serves on the Audit Oversight, Compliance and IT Oversight Committees.
